Oil stain in paint?

My friend has a galaxy and the attahced photo under the rust stpot there is what appears to be an "oil" stain in the paint. What could he do to remove this? Thanks

It appears from the picture that water got under the paint to the metal and there's no longer any paint left. Just rusty metal. I'd need a better look at to tell. Can you flick the edge of the paint and get more to come off easily?

This screams REPAINT! Sorry to say but I agree with Hazcat

Looks like rust or rust stains under the paint caused by water seeping through the rusty chip. Time for a repaint.
