Orange Peel in clear or paint

Well as the title states, is there a way to tell if the orange peel is in the paint job, or on the clear. My guess is just have to do a test spot with the wetsanding to find out? Its a 1988 Mustang LX 5.0 in pretty mint condition and has had a repaint I believe.

Generally orange peel is visible to the naked eye, yes, it's that visible. If wet sanding care must be taken so that you don't accidentally break through the clear coat.

Wet sanding can be done by hand using a sanding block or by machine, this is called damp sanding.

Typically you'll find it on both.

Orange peel actually hides imperfections in the color coat. Wet glossy finishes actually show every little defect, adding orange peel minimizes them.

In the clear. If the color has orange peel when its sprayed, the clear will follow suit when it's sprayed. Or, if the color is sprayed perfectly with no orange peel, the clear could still get orange peeled on it's own. Either way, the clear has orange peel and it's the only part of the paint you can work on. It's the surface of the clear that shows orange peel, sand it down.

i'd bet in the clear. i'd block a little down and compound to see if it flattens out.
