Overspray???

I have a 2012 Bucik Enclave scheduled for tomorrow morning. I looked at the car briefly and notice on the back bumper which is some kind of finish in plastic (Cladding) that there are all these white spots on it. I'm thinking it's overspray but I'm not sure and neither is the owner of the vehicle.

Any idea as to what this is and how to safely remove it?

If that really is over spray, claying the area will remove it.

A mild to aggressive clay will do (Riccardo Blue is great), but you MUST follow up with a good polish maybe even a compound to remove the marring induced by the claying process.
 
It's kind of hard to tell by looking at the photo, is the plastic cladding textured or smooth? It sort of looks like compound residue in textured plastic but it kind of looks like spots on smooth plastic. Treat it like anything else detailing related and start with the least aggressive method first. Wax and grease remover (Prep-All) comes to mind.
 
The paint is smooth on this bumper.
