I DEFINITELY wouldn't start with a rotary, no matter how careful you think you'll be with it. Get familiar and comfortable with a PC or Flex, then step up to a rotary if you still need more correction power.

Why would he spend the extra money for the Flex when he's only going to use it 1-2 times a year like he said? Seems like a waste of money that could be put towards polishes, etc, or perhaps some new Titleist golf balls.
he can sell the PC and put that money towards a better polisher, and maybe by that time, he'll be ready for a rotary.
