Polish/wax without water wash

Mike was perusing Jay Lenos garage site and he mentioned that they rarely use a hose and water wash this cars. They stated that this was important in old english cars which rust! Jay stated he used a Meguiar prodcut to wipe the cars down. Question: 1. what do you think of this and 2. if you agree what could you use to makes sure the dust and any particulate is off before appyling polish/wax.
 

These cars probably do not get driven, so I don't see a problem not using water.

Meaning as in, his cars do not get driven very much, or often, they don't accumulate hundreds or thousands of miles like a typical daily driver. They don't get driven in adverse conditions, such as rain, or driven through mud, gravel/dirt (dirty roads) ect. He does not race his cars. or drive them in such a way that they would get caked on dirt/grime that would need to be thoroughly cleansed with water under at least a little bit of pressure to remove said caked on dirt and grime before taking a sponge or other device, thus risking marring.

Thats what I meant by "not driven".
