Is it okay to use a wool cutting pad or a foam cutting pad with a buffer/polisher while using Detailer's Pro Series glass restorer on tinted windows?

I don't think the glass restorer is meant to be used on tint but for the exterior glass yes you can use a foam pad. I'm not sure about wool though. You should invest in some glass specific cutting pads for best results.

Are you talking about:

-Auto glass that has been 'tinted' at the assembly plant's window-vendors (a tinted film-layer, sandwiched between two layers of glass (still warranting a Safety Glass designation)...
-An auto-glass 'tinted film', applied to the windows' outermost pane-surfaces...

First scenario...Depends on the basis: "severity of need"... causing your desire to restore (Try: Recommended/Dedicated "glass restoration" tools/products/pads...as has been previously mentioned)

Second scenario... NO!!! NEVER!!!

Invest on the Griots 6 inch Glass polishing pad, it costs only $14.
Car Pro Cerriglass is an excellent polish to go along with those pads.

Do not use on tinted windows, ever.

Just wanted to say thanks for the replies and information. I was just unsure about the cutting pads and whether or not it would damage window tint. Also for any other viewers the window tint I am questioning is aftermarket, not stock from the factory.
