Generally dilutions are water : product.

I think in this case you're asking about 4:1 dilution, 4 parts water to 1 part product.

All purpose cleaners are safe to use on painted, coated, and chrome wheels. Care should be taken if the wheels are bare aluminum as some products are corrosive and can stain or discolor.

Rotors and calipers are pretty much impervious to cleaning products and moisture...

I wouldn't risk it on un-coated wheels. All other wheels should be fine though.
