Restoring Tail Pipes...Options?

Picked up a new toy and inside and out is pristine but the tail pipes have been neglected and now seem destroyed with corrosion or something. I tried metal polish but it did nothing, I'm not sure if a coating has been removed or what is going on with them. I'm thinking of just sanding them and spraying them flat black with high temp paint but was wondering if there might be a way to restore them? I'd buy new but they are a fortune:

I'm thinking the black is corrosion that wore off the original metal or something b/c I've cleaned them and hit them with metal polish and it did nothing, not even a slight improvement. I'm thinking I'll have to paint them or have them sandblasted and re-chromed or something...

For all that work, would it be cheaper to buy new exhaust tips?

They run about $800.00 / set new from the dealer, about half that on ebay when you can find them. They are prone to damaging like this from what I've found out so I think the flat black high temp paint is the way to go unfortunately.
