Restoring the shine

Its been a while since my brother has taken care of his car, now he been asking me to try to polish the car and restore his paint as much as I can't. I have done it before when his paint was in better condition in which I knocked off the swirl marks and polished it to a mirror finish. The current spoiler and hood of the car is almost the same condition, can anyone here give me a type of on how to bring Pegasus (Mustang GT) back to a nice look (I never done wet sanding just throwing it out there), can it be done with compounds and PC 7424?

Looks like clear coat failure. Do not wet sand as you may go through the color coat and then your screwed. Buff it out with a compound and finish with a finishing polish..use a sealant to protect and call it a day. Tell your brother to save up for a re-paint.

Just as what I figured, going to start with a Orange pad and if necessary Yellow.........I told him that to get prepared since the roof is showing light symptoms as well.
