Rubber burn on Chrome pipes...

So Ive got this motorcycle that someones boot touched the HOT chrome exhaust pipes and part of the boot burned onto the pipe in a few locations... I am wanting to know what would be the best way to go about removing the burnt on rubber from the chrome pipes and get them shinning again.

Any advice would be much appreciated!

Maybe bug & tar remover? During my reckless youth, I used to use it to get melted rubber off the rear quarter panels of my Chevelle.
 
I'd use a plastic razor blade to remove the heavy stuff. Then try some 0000 steel wool with lubrication. Followed up with some metal polish.
 
I had a similar issue with a motorcycle I used to own. The cover melted on the exhaust, nothing worked. My mom actually heard me talking about it and recommended easy off oven cleaner. Run the bike until the exhaust is hot spray on the cleaner let sit, then wipe off. This worked wonders, better than anything else I tried. I followed up with a chrome polish when it cooled. I've heard the easy-off does work well although I've never tried it. Usually a solvent such as acetone or lacquer thinner will work.

Whatever you do, don't use the 0000 steel wool as suggested above unless you want to permanently dull your chrome and fill it with impossible to remove fine scratches.

Stick to your "solvent/chemical" options followed by a light polish.
