Today I noticed a slight scuffing on the front lip of my Mustang. It's not major, but it's enough to bother me.

Is there a way to fix scuffed plastic? Can I sand this out somehow?

I included a picture with an arrow pointing to where I found the scuffing.

those scuffs come from going in and out of a driveway or parking lot if it was me I would just leave it alone cause more of those scuffs will be come back but you could try lightly sanding them

Replace the front lip, then you don't have them anymore.

I have same problem on 2001 Grand Prix. Every spring there is damage (not a lot but enough for me to notice). What I did was paint with Plasti-Dip. It takes a "licking and keeps on ticking". You might have to "top up" every so often but that is easy (clean and respray). Colour match to original might be a problem if factory colour is not available for your car. If you can't get Plasti-Dip for the base colour, paint in your colour and then top with Plasti-Dip Glossifier. You can then respray once a year and keep looking good.
