Shiny Specs All Over Car? - Merc S550

I have a 2008 Capri Blue S550 and I noticed these weird whitish/shiny specs all over the painted surfaces on the driver's side of the car. I attached a picture of this "spotting" on my window gloss black pillars.

These spots don't come out with washing, claying, or even polishing with a light polish such as Menz PO85RD. Is this clear coat failure? In the sunlight, these spotted areas look cloudy despite me doing a 80% correction on the car a few months ago.

It could be overspray...

Can you feel it? does it appear to be on-top of the paint/surface?
 
Could be water spots that have etched. Caused usually from letting acid rain sitting on the car for to long. Or even just normal water if its hard enough.

You could try a more aggressive combo for them.
 
Hmm..maybe it is water spots
The specks are weird because you can only see them at weird angles; I just got really lucky with this spot. They are in splotches all over the driver's side of the car

Could it be oxidation?
