I read an interesting story relating to this in terms of a daycare and parents that were late picking up their kids. They found that when they implemented a fine for showing up late, it actually increased the number of parents who showed up late because having the fine endorsed in peoples mind that it was an acceptable option; when before the public shame of being 'that parent' was more effective at making parents show up on time.

Before we get started, how about a little humor first!

Tom was in his early 50's, retired and started a second career.

However, he just couldn't seem to get to work on time. Every day, 5, 10, 15 minutes late. But he was a good worker, real sharp, so the Boss was in a quandary about how to deal with it. Finally, one day he called him into the office for a talk.

"Tom, I have to tell you, I like your work ethic, you do a bang-up job, but you're being late so often is quite bothersome.'

"Yes, I know Boss, and I am working on it."

"Well good, you are a team player. That's what I like to hear. It's odd though, you're coming in late. I know you're retired from the Air Force.

What did they say if you came in late there?"

"They said, "Good morning, General."

True story,
Years ago I had an employee who at that time was in his 30's and he was always late. I had to take him to HR department so he could explain himself for being late all the time. (Keep in mind this is a union shop) His excuse " I am so tired every morning that I just cant wake up" why are you so tired? asked HR Manager. He answered " Well when I get home I work real hard on my house till 11 pm since it is not completed yet" Manager told him " when you get to work here slow down a bit, don't work so hard and take extra rests often"
