It can be done without chilling the water, but the chilled water produces even better results by making the wax a bit more passive, therefore the solvents can not liquify the previously applied layers. The water already tones down, dilutes the solvents, but the low temperatures further help the wax to become stiffer, passiver, and with a lot of wiping (essentially reflowing the wax on wax), the coats will clear out to an extreme depth.
