spots on wiper cowl

Hoping to get some guidance. I have some spots on my wiper cowl that I can't seem to get off. I'm not sure what caused them. I've tried some roll off, and washing them. Even tried some armor all, etc. and nothing can seem to get them off.
Any suggestions will be greatly appreciated.

Have you tried Black WOW? I had some water spotting on my car similar to that before, and it took care of it.
