Spray can spatter!?!?!?

So... i spend the past few days undercoating my truck, and now that im done i notice that my paint feels like sand paper when i glide my hand on the paint.

I believe it is the splatter dots from the spray paint cans.

I try washing the truck with the 2 bucket method, it didnt help.
The truck also has a layer of CQ over it.

How can i remove this paint containment?
Do i just clay bar it?

A clay bar would be a good starting point.

Btw anyone knows if clay bar removes CQ?

An ultra fine clay will be fine.

Any generic parts cleaning solvent, cheap paint thinner or tar remover will take it right off.
