Static on using touch up paint

I have some small stone chips on my Pearl White paint (plastic front bumper) and have cleaned with grease and tar remover, then applied the paint from the factory sample that came with the car. I am applying a small drop with a toothpick just to cover the chips (being white the chips are showing the black under, I guess this is the base colour of the bumper). The paint seems to go berserk and swirls finely around the surrounding chip, some goes into the chip. I have to wipe the fine swirls of paint with acrylic cleaner. The paint does have some sort of nano coating from new, could this be causing the static? or have I been causing static by wiping the area with a micro cloth before applying the paint.
 
Typically, wax and other chemicals lodge themselves in these low areas and make it awfully difficult for paint to adhere properly. The trick here is to really clean or remove this "stuff".

I use Klean-Strip Prep-All with a Q-Tip or felt pad and scrub the clip until I'm satisfied.

What do I do about the static? I will try again with your advice, the product you mentioned is called Prepsol in Australia.
