You can buy it from AG. Just go to the Shop by Brand section and hit Optimum. I think it's $15.99 for a 32oz. bottle.

do you use ONR to clean the tires also?

Yep, although Optimum will be releasing a wheel/tire cleaner here soon that should work in conjunction with ONR. For now, I just scrub the tires real good.
