it is possible, but it will take a lot longer than it would by machine.

I would wax or seal. The other option is take it to a pro once, let them fix it then you just maintain. Though the prices for that around here would pay for a machine.

do you have a budget of what you want to spend. where are you located, maybe somebody here is willing to help you out

My budget is about 200 right now. I was trying to get the extra 100 for a kit that comes with the Porter Cable but doing research I found out that I would need more pads and more micro fiber towels. All that brings it to about 400 and that doubles my current budget. I was hoping to find a used machine on eBay to save a few bucks but not luck so far.

Could buy the HF DA for $60ish, it would do the job until you get some cash for the PC or a Rupes or Flex. I got my PC on eBay for $100.

I suggest using a one step sealant like Griot's or Poli Seal every time you apply LSP once every 3-4 months until all the swirls are gone. This way, you will gradually remove them all. If you remove the swirls in certain places but not all, use a non cleaner sealant (without polish in it) for those areas that are done.
If you are careful in your washing, you can keep it nice this way.
The finish won't be as even as with a machine, but it will be a big improvement.
