Tar residue

Body shop says it needs to be wet sanded and buffed. It's etched into the clear coat.

Before you listen/take your vehicle to the body shop, I would pick up some products yourself and see if you can restore the paint on your own. Not only will you save yourself the time and money spent at the dealer you will have products on hand to handle future detailing.

This kit will get you off on the right foot to not only fix the issues in the paint but will handle the rest of the vehicle.
McKee’s 37 Detailing Starter Kit

I would also pick up a few more pads as one color each in the above kit is not enough to properly machine polish the vehicle.
Lake Country 5 1/2 x 7/8 inch Beveled Edge Pads 6 Pack, foam pad kit, build a kit, buffing pads, curved edge pads

Body shop wants 300 to repair it. I do not need a starter kit as I own a lot of the wash products. Just need to know what pads and polish to use.

Pick up a 12 pack of LC flat pads in orange white and black and the McKee's 37 compound/polish/jeweling wax.

you have a few options. If you want a quality polisher that will last a lifetime then buy either the pc7424xp or griots garage 6 inch which is on sale for $139.99 through autogeek right now. I would accompany that with a buff and shine 5 inch back plate and 5.5 inch orange flat buffing pads.

Or if you don't intend on doing this again then you could go to harbor freight and spend $50 on there central pneumatic polisher but I don't recommend it because you'll have to buy the pads from Autogeek anyways.

Also, i would buy a 16 ounce bottle of hd polish+ to try first as well as menzerna super heavy cut 300 compound. it's as close to wet sanding as you can get and all of these products are pretty cheap through autogeek

You might also give this a try if you're wanting to start out on a little bit cheaper route:

Meguiars DA Power System

I have seen them for sale at Wal-mart and at auto parts stores.
