Perhaps as the corrosive chemical ate into the paint it became more diluted?

Thanks Mike, That was about the only conclusion that I could come up with...that it was chemical and I assume that as it melted the clear it diluted whatever it was...or the previous owner new they had gotten something on the car and rinsed it before it got any worse...
