Tough Grime on White Paint

I have a white Honda Accord and have periodically taken my car through a full service wash. I notice when I got really close to my car that there are layers of grime/dirt that has built up. If I rub my finger across it I can push the grime away but when I use quick detail or waterless wash, it doesn't even budge.

As a test, I simply used some house hold cleaner and the result was great (but I know not to continue using this).

Is there a multi purpose solution you can suggest that would take care of this?

Wash it with a non caustic all purpose degreaser such as spray nine.Try to avoid painted on pinstripe and wash it out of direct sunlight.keep off glass as well and it's totally safe just rinse it good and wash it with a mitt or sponge.In the detailing world it's called white washing.
 
If you're planning on doing this yourself. Wash as you normally would but I'd recommend adding a couple ounces of an all purpose cleaner (apc) to your wash bucket to give your solution a little more bite. Then follow the wash with a round of IronX. Then clay the vehicle with clay or clay alternative. That should get your paint very clean and leave a very bare surface. Finally followed by some polishing or a coat of your favorite last step product (lsp=wax,sealant,etc)
 
wash with APC added, Iron X, clay and use a cleaner wax with DA... LSP as you like
