That is the concept of the value added tax where at every level a tax to reduce income taxes. Imagine if there was a sales tax on every trade in stock market.

There's already a capital gains tax
I would be more in favor of a fee. Maybe .01-.05% of the stocks purchase price

Something has got to give
For instance. I met a lady on one of my dog runs whose car had been broken down for 6 months. It needed a $300 alternator that she couldn't afford
In the meantime she spent 4 hours everyday (rain, sleet, snow or hail) walking to and sitting at bus stops trying to get to work
This didn't include the 8 hours where she performs hard labor
She's in her mid 70's

Some will say she should have planned better (maybe so)
Sometimes good people just fall through the cracks. As a society, we have to learn how to catch those (imo)
