I've got both products and have been using them a few years. They are absolutely not the same product. UPGP is very thin and light and is clear, while UTTGP is thicker and slimier and greenish.
Both products are great though. UPGP is the longest lasting product I've used on paint, and being so easy to use you can put it on after every wash making your car well protected all the time. I really think it layers over itself as it does seem to add durability when you put multiple layers on 12 hours apart. The only thing to watch out for is to put it on really thin and use a perfectly clean applicator otherwise you will get some streaking. The streaks will go away if you QD it or wash the car, but when you spend the time doing that you could be adding another layer of UPGP instead. With that kind of dilemma I barely used any other product for a long time because UPGP could just be added again.
UTTGP is the longest lasting trim protectant I've ever used. It really darkens plastic and keeps it looking new much longer than any other product I've tried. Trim beads water just like the paint with UPGP on it. On tires it doesn't last as long as it does on trim, and leaves a not too glossy finish.
The only problem I find with Ultima products is the shelf life is questionable. I've had something polymerize in the bottle months after getting it. The sprayer ends up failing because the product hardens in it. I don't know what is unique about my storage conditions as it is pretty constant room temp and moderate humidity, but these things have happened multiple times. Ultima was nice enough to replace my bottles but even now I can't get through much of the bottle before it happens again. Probably the polycharger is too reactive.
I'd say buy the smallest bottle you can get for each product, and use it a lot cause you most likely won't use it up before something happens to the product or the sprayer. It's cheap enough now that it's acceptable. Before when it was really expensive it was questionable for me whether I could recommend it to my friends who only wax once a year or less. It might fail after only one use, when the small bottle could easily do the car 30 times or more.
