Can anylne help me identify what is happening to my paint here? It appears as though the paint is cracking.

Looks like gouges under the clear hard to tell from pic.
 
What year make and model of vehicle?

Is this a new or used/new to you vehicle or a customer vehicle?
 
Apologies for the quality, really hard to pick it up without a decent camera which I don't have. It's taken on my phone. It's a Seat Ibiza Bocanegra, 2010. And it's my own vehicle as of around 2 years ago. From what I can tell it doesn't appear to be scratched. There's also a bit of bubbling nearby
