That's a respirator. Unfortunately PPE is usually something that people start doing after they've been harmed by not doing it.
Jason Rose has stated that he has lung problems from years of inhaling polishing dust.
I try to use polishes that don't dust, but certainly if you are doing something (not just car polishing) that creates a lot of dust, it's prudent to wear a dust mask. When working on removing old insulation in my attic I have worn various dust masks and up to a respirator like you have pictured.
EDIT: maybe I am not getting some pandemic vernacular for a mask that you are "rebreathing" your own air, but generally I like to use a dust mask with an exhalation valve, and all cartridge respirators like the one you pictured have an exhalation valve, it's the black thing in the middle between the cartridges and reduces moisture buildup on the inside of the respirator and fogging if you wear glasses/safety glasses, as well as making breathing easier.

I use PPE (gloves, mask, and glasses) when I'm spraying garden chemicals, even when I'm handling potting soil, the chemicals in that stuff is enough to make me careful. But I don't tend to when I'm detailing, but I don't polish much, maybe once or twice a year, and it's never that aggressive, so almost no dust. I occasionally wear gloves if I'm doing the trim, mainly when I was using Mother's CMX which says it has ceramics in it, I remember washing my hands after and the water beading on my hands, I basically ceramic coated my hands. If I'm wearing glasses it's more for seeing details than protecting my eyes, I know, I should be more careful. I've actually had a face full of wheel cleaner when the wind gusted as I sprayed a wheel, I immediately went and sprayed my face with the hose, luckily no harm done.
