What are these spots and how do I remove them?

Ok guys, detailing a 2013 Wrangler with 800 miles.. I've encountered some spots on the plastic fender flares that won't budge! I've washed and scrubbed with 1:4 APC and have had no luck! I'm going to treat them with Ultima tire and trim guard, so I know they won't be noticed but I would like to get them off if possible! And these are only on the rear flares, not the front! All I have done thus far to the jeep is wash with duragloss 901!! And I know these are not from me!

They actually look like water spots. If you've washed them now treat the area with your Ultima Tire and Trim. This is a very nice product and is well suited for plastics.

CarPro DLux or Solution Finish are also options and they'll last longer.

Thanks a lot BobbyG... I will give it a try! The owner did take it through muddy water up to the bumper when he got it! I can see the oversize tires slinging mud water on the rear flares and not the front due to the size difference!
