What happened to the paint here?

Kind of hard to tell from the picture. Do you have any information on the history of the paint?
 
Definitely original paint, was neglected and sent throug the swirl o matic plenty of times. 2006 Ford Mustang with 120k miles. Its on both sides where the door meets the fender.
 
Ok, I don't know what we're looking at. Paint chips, that spot that could be a different color or could be a reflection, what?

Paints not in as bad shape anymore. I wouldn't know how else to get rid of whatever that is
 
Best bet is to look at the spot under a microscope to make sure it's not some sort of paint failure. Also measure the film build of the paint on the spot that is dull compared to the surrounding areas to make sure it isn't dull due to missing clear coat.

Simple way would be to take a white towel and white compound and gently rub the area and make sure there is no paint transfer. If there is paint transfer the problem area cannot be fixed by sanding, polishing, or waxing.
