What is this and can it be fixed?

Hi. New here and I have a problem that needs to be resolved. Hopefully without a respray. I have tons and tons of white spots on the front end of my car. They are smooth to the touch and do not wash off. The rest of the car looks spectacular. Any help of what is going on is greatly appreciated.

My first thought is over spray. But since you said it is smooth, that does eliminate that choice. My second guess is that those are rock chips.

I would do a thorough wash, followed by a good claying in that area. If the spots still remain, it most likely isn't over spray. If they seem to disappear some, it could be over spray.

Tried everything to get them out and nothing works. Don't think it's overspray since the car hasn't been repainted. Wouldn't rock chips feel like mini dents? I do have some noticeable chips that feel like rough spots. These are smooth to the paint. I do mostly highway driving and can't believe this is happening so rapidly as it seems to be getting worse every week.

Overspray usually comes from a neighbor painting their home or business. Try to pull one off with your fingernail and report back
 
I'm sorry, that's road rash. You need a clear bra--except it's too late you've already got the rash. It's from gravel etc. getting kicked up onto the car as you drive down the highway.
 
Road rash for sure, I'd either clean it up real good and put a clear bra on it, or just deal with it until you get a new paint job.

I'm with everyone else saying that's highway roadrash. The good news is it is mostly just the bumper so a respray shouldn't be too big of a deal for a good paint shop.
