What is this? How to remove it?

I took in a 2006 Jaguar S today and it has been neglected. I cleaned a small area of the wheel and this was left. It feels rough like sandpaper. Based on your experience can you tell what it is and what product have you used to remove it? TIA

What did you clean with already? Looks like some tough brake dust. Try Sonax FE, or IronX.

I should have said I used Brown Royal. I tried to go back and edit my post and it wouldn't allow me to; passed 20 minute limit.
 
Brake dust or tar. I agree IronX or FE should clean up most of it.
 
That looks like brake dust that baked into the finished over time from either worn down brakes or just failure to properly clean the wheels you could try carpro trix or iron-x with some clay barring even acid though if wont budge then refinishing the wheel is the only next best choice
 
Thanks for the replies. I ordered some Iron-X and it will be here Friday. Fortunately she told me to keep the car as long as I needed. I'll go ahead and detail the rest of the car and use Brown Royal on the wheels and then use the Iron-X when it gets here.
 
I think the wheels are pitted due to the brake dust being etched into the finish. A refinish of the entire wheel is all I can think of to solve the problem.....
