Back in 2003 while at Meguiar's I wrote a report called
The Zaino Case Study and in it I included a list of recommendations of which one was to introduce an
all synthetic paint sealant without any Carnauba and without any cleaners of any type. The result from that report and a lot of other behind the scenes work was
NXT Tech Wax. M21 was an offshoot of NXT Tech Wax.
While in my report I stated that the product could not and should not have any cleaners or cleaning ability, Meguiar's in their wisdom included cleaners because this would be a retail wax and the average person only wants to do two things to their car,
Since the average person is washing and waxing a daily driver and the paint on daily drivers gets stained and dirty, (the kind of staining and dirt that doesn't wash off), this means waxes targeted at the general population need to be cleaner/waxes. Thus in their wisdom they included cleaners in NXT.

When Meguiar's launched M21 since it was going into the Professional Line, to be used by a wide spectrum of people in the detailing industry, it too need some type of cleaning ability because most production detailing is done using a one-step product on neglected finishes.
But for the record, my original concept paper for NXT stated it should
not have any cleaning ability and thus no cleaners as I know what the market wanted back then and from your post... still wants today.
