What on Earth is this??? Please help

it appers to me to what is caled in the paint industry as blushing its form moistier in the air condensing in or on the paint
 
Hard to see in photos , but are marking in the clear or in the paint underneath. Almost looks like the base was sanded before the clear went on.
 
The marks are all in the clear. You basically wouldn't really notice them in average light, but under the bright lights it's pretty clear.
 
Thanks for the help guys. I'll be writing the complaint to them in the next few hours. I'll be using a few very well put sentences from here in my correspondence. I'll keep this updated, more as a way for me to vent than anything else.

Over the years I've learnt that the best way to deal with these situations is to ensure you don't let the company mess with you, so I won't be giving in or letting up on anything any time soon ;)
 
Quick update, car is being dropped at a different shop tomorrow, this place fixed the same car when a truck backed into it (the car is cursed lol!). They are providing a courtesy car (as I made it clear they should), they even offered to pick the car up from home/work haha.

I'll let you guys know what ends up happening with the whole thing, hopefully it's all sorted out soon, wait and see what this shop proposes to do.
