Im not real positive and I'm sure someone will correct me if I am wrong, but I think it has to do with the way the clear was sprayed, maybe too much or not enough of a certain chemical in the mix or it could be from the curing process.

Good luck with it but their is almost nothing you can do besides having the car resprayed.
