What's wrong with this Paint?

Hey AGians,

I'm going to work on my friend's TL this weekend and I noticed this section of paint looking really funky. Is this clear coat failure? or a bad paint job?

Please lend me your expertise! :) Thanks!
 
hi Willy. besides the water spots and being black paint I see nothing wrong. unless I'm missing something.
 
if you look at the 4 o'clock of the sun's reflection you will notice something that looks a lot like orange peel. but it is not orange peel. The finish is dull and the light disperses tremendously compared to what swirls do. It is almost like a matte finish.
 
I'm no expert by any means, but from what I've seen on AG, that looks like CC failure.
 
It doesn't look like CC failure to me. It looks more like an etch or a scratch. It could be an bird etch or something that sat on there too long.
 
hard to tell you need to clean it up before taking pics.
But from what I can see it looks like orange peal. most likely it's a repaint.

Has it been repainted?
 
From the pic I don't think it's CC failure, needs a lot of work that's for sure.
You'll need a good compound to correct this.
Let us know.
 
All I got is m105. Rupes 21 should be here today. if thats not enough, i got the makita :)
 
It does look like it has been repainted, that's why I brought it up. Just wash it, (Probably have to clay it, Your Miles May Vary)polish it and call it a day.

There are more steps you can take... But just live with the results...
