I have a dedicated soft bristle brush for wheelwells but to clean, even though it's overkill, I drench them in bug & tar cleaner wipe it away with throw away microfibers then repeat with whatever spray cleaner is within reach (wheel cleaner, waterless wash, etc.) and apply trimwork conditioner like mother's back to black.
Like I said, it's all overkill and only lasts until the first stop sign, lol.
