It's always optional but I would do it for a 2 bucket rinseless but not a 2 bucket with normal car shampoo because then I'd be using a hose.
 
I live in Northeastern PA. I tried washing my car earlier this week and its so cold my car started to freeze during wash/right after washing.
 
Update: I pre-soaked with the ONRWW in a spray bottle and then hosed the car down thoroughly, underneath too. That took all the salt and gunk off and left a small amount of dirt. While it was still wet Used the Garry Dean method and I think it came out pretty good. Good enough for the winter that is.
