Would a lightweight rotary (3403) add to my case?

Just buy it, you won't regret it. Unless you are using a wool pad everyday the PE is just a joy to buff with.
 
I don't use wool often, only on the worst of the worst.
Just wondering what makes it superior to the DeWal or Makita for that matter?

I would not say that it's superior, but it is lighter, quieter and smoother.
