That's a centering post for the wool pad. Rotary backing plates have a divot in the center so you can get the pad perfectly centered by using that tool to align the pad to the backing plate.

LOL that is sort of odd. I don't even think a DA backing plate has a center dimple to be able to use the post to center a pad...
