for the water spots just try a light polish like WG finishing glaze and a white polish pad. and putting a wax over a different wax is just wasting the first layer of wax. just use 1 wax and make use u wait 12 hours before application of wax if its going over a sealant.

if sanding them is an option (which is dont think would be a good one) getting sanding scratches out by hand is going to take you awhile. i would make sure you try ever polish you can before attempting to sand them seeing that they cant get worse once you sand them. wish i could help in picking...
