where are you feeling the rough patches? it is possible to have particle in the paint from the respray. can you see any imperfections were the roughness is?

iron x between #1 and #2 is a good idea, but not essential. #5 is important, sf4000 will leave quite a bit of "polishing oil" on the paint. i usually use IPA or Carpro Eraser. delete #6, WGDGPS 3.0 will adhere better and last longer when applied to bare paint.

I was super lucky this weekend, i stripped a set of tires that had less than 100 miles on them and no tire shine ever applied. one scrub with Tuf Shine cleaner removed everything, i didi a second scrub for good measure.
