Could it be some sort of dried product (compound, polish, wax?) that the car dealers prep guy splattered all over? It looks to be on the rubber trim so that makes me think it's not scratches. Did you try washing it off or waterless washing it off?

Griot's works for me. I have a '13 VW and a 3rd gen Griot's with various brands of microfiber pads and that combo works great on it.

Awesome work. Kind of a shocking amount of orange peel in that paint for such a high $ car though.
