It's not the cleaner you're using that's keeping them from getting clean it's the brushes. Mix up a bucket of whatever wash shampoo you use, toss in a microfiber towel, hose down the wheels and clean them with the soapy towel. You can spray some wheel cleaner on them too of course since it can't hurt, it's more about the wash tool in this case and not the cleaner. Wheel Woolies will also work if you want to invest in them for getting the barrels.
My black wheels were matte before I treated them like faded single stage and polished them out and when they were matte brushes never got them 100% perfect but wheel woolies and a microfiber towel did no problem. Something about the nap of the microfiber and texture of the woolies that will get in the microscopic pores of a matte finish where dirt will cling that a bristled brush can't get to.
