I really go to an extreme by using Car Pro Perl at 5:1. Thats really diluted, but just gives enough. But even at full strength, it shouldn't make your tire sticky like you mention.

Use 303 on the interior of the doors but find it a bit to shiny for the dash. I save the dash for Perl, watered down.
