But, and this is something I notice a lot, why do some car guys have otherwise clean and shiny cars but forget to do the carboned-up exhaust tips? Like, all their hard work undone by such a small detail.

Well, if it runs rich, either from the factory or with a tune, it wouldn't take long for those things to turn black. That said the answer could be this simple...THEM and US
