Can NOT get these wheels clean???

It's not the cleaner you're using that's keeping them from getting clean it's the brushes. Mix up a bucket of whatever wash shampoo you use, toss in a microfiber towel, hose down the wheels and clean them with the soapy towel. You can spray some wheel cleaner on them too of course since it can't hurt, it's more about the wash tool in this case and not the cleaner. Wheel Woolies will also work if you want to invest in them for getting the barrels.

My black wheels were matte before I treated them like faded single stage and polished them out and when they were matte brushes never got them 100% perfect but wheel woolies and a microfiber towel did no problem. Something about the nap of the microfiber and texture of the woolies that will get in the microscopic pores of a matte finish where dirt will cling that a bristled brush can't get to.

You can buy WB on AG Meguiars Wheel Brightener is a professional grade wheel cleaner for factory coated wheels! Meguiars wheel cleaner and brightener makes coated wheels .
I have all the Meg's professional bottles which makes it very easy to figure out dilution ratios.

You have the ratios backwards, it's 4 parts water 1 part WB.

Another suggestion, go to Walmart and pick up Megs All Wheel and Tire Cleaner. This is my go to for dirty wheels and tires. I say Walmart because they are the cheapest.

After the wheels are clean, do a light polish and then top with a coating or a sealant/wax like DG501/Collonite 476's or 845.

That all sounds very exciting. I'm currently moving away from Mothers and to Meg's namely because of their comprehensive spectrum of products. I'm not to the point where I can justify buying large quantities but am definitely going to give their Ultimate line a shot (unless someone reccomends differently.)

Hopefully the OP can get his XD's clean but I'd stick to working on one spot first to get the technique down before attacking the entire wheel.
