Can't remove road paint (I think) off a car - please help

Ok so an update.

I went and purchased a few of the products recommended and asked the prospective customer to come back around so we could test them out.

The first thing I noticed when he came back was that the white 'road paint' had now turned dark grey :dunno:

We picked a relatively big 'blob' of 'paint' and got to work.... and unfortunately nothing seemed to be working as there was no visual change to blob of 'paint' however I did notice that the section of the paint that was protruding above the factory clear was now gone - in other words if you ran your finger over the blob of paint, you could no longer feel the raised blob, but it was still visually there.

Anyway, I then pulled out my camera and snapped a close up of another spot, and then I realized why I could not get rid of these marks...

zoomed in really close you can see that whatever this product is that (in my opinion) blew onto his car, it has eaten through the clear, base coat and primer down to the metal

I was obviously disappointed that I couldn't help the guy out, and he was absolutely gutted knowing he is in for a full re-spray on the entire car....

Nonetheless he did appreciate me trying to help him out, and subsequently booked his wife's car in for a full detail Im the MAN

Thanks to all of you who chimed in with advise etc, and if any of you have come across something like this before and know what it may be that caused this, I would appreciate some feedback.... if for no other reason than simply to learn more.
