Kevin I suspect it was the rain 12 hours later. Looks like streaking to me.
There used to be a lot of guys complaining about PERL being used on anything exterior, when water came into contact with it causing streaking. It'll work better on softer stuff than harder in that regard. And the sooner the water, the worse the streaking.
FWIW, I keep it mixed at 5:1, 3:1, & 1:1 but refused to use it on tires. (Much prefer Opti-Bond!)
I have used PERL on exterior soft vinyl, and even tried it on tires (as a test) many moons ago. Soft porous vinyl like you'd see on a vinyl top, or better yet, a tonneau cover.... it'll work wonders on, and NOT streak. But ONLY after it's been baked in with the sun.
I have a client with one of those aluminum reinforced (push it forward and it rolls up into a box at the front of the bed) tonneau covers on his Tacoma. When I first got ahold of it he had NEVER serviced it, and it was at least 6~7 years old. Took over an hour of scrubbing by hand, cleaners, brush on the GG6, lots of rinsing, lots of prep to get it where it wouldn't wipe black on your fingers. Then we put it in the sun for about an hour to dry. Pulled it in the shade to cool, and thoroughly soaked it (via sprayer) with PERL @ 3:1. Let that soak in for 15 minutes or so, wiped it with Costco MF then pulled it into the sun for 30 minutes. Back into the shade, cooled again, repeated the process.
It was really nice afterwards, not perfect, but nice. The day was running long and we had to return it, and I explained what we'd done but told him I wasn't happy with it. He OTOH was super satisfied with it. None the less, next day I went by his shop with the bottle of PERL and went over it in the sun. After that second (well it was the third actually) application we didn't have to touch it for almost 8 months. Even after rain, washing, you name it.... PERL had sealed the pores of the vinyl.
Had it rained overnight however, it'd all have gone to junk!
