Thats because you didn't have the surface hot enough, and the dry ice isn't "cold" enough right out of the gate.
Basically, you are shrinking the metal, which causes the dent to pop out.
I use a torch and a cold rag. Basically impossible to do on a painted panel without damage, and any kind of dent. You might- *might* be able to raise a small ripple out of the surface using the method you tried, but its doubtful.
