The faded part I see here looks like normal oxidation.

You're lucky. Once you get clearcoat failure there's not much you can do. Any of the products mentioned so far that "clean" or "abrade" or "polish" i.e. the 3D Speed or the BF One Step or even Meguiar's 3-in-1 wax, with a little elbow grease will remove it and restore clarity to the clear coat. Then just stay on top of it to keep it from coming back. By this I mean, re-wax a few times a year using the cleaner/wax.
