fresh paint final polish getting spiderweb scratches ?

Hi Everybody Im newbie here but been painting and polishing 25 years.The problem I'm having is when I do my final polish I use my brinkman led light you can see spiderwebs scratch like if you washed a car with dirt on it.The Clear I used was ppg 2021 frist time I have used this clear normal I use valspar or debeer.Im using 3m perfectit buffing system the clear called for 2 coat I put 3 on.I normal put 4 on.I made ths mistake letting owner by the paint & clear .The fenders I buffed iut look really smooth glassy inside my shop under floursent lights but if I put my Brinkmann swirlight on the fender you can se what I call spiderweb circle scratches.I have tryed several technics nothing works so any help or advice would be appreciate the help.Thanks Shawn
